The Workforce Investment Act of 1998 lays the groundwork for a national workforce preparation and employment system, which is designed to
"consolidate, coordinate, and improve employment, training, literacy, and vocational rehabilitation programs in the United States..."
The Act requires that these training and employment programs be delivered through one-stop career centers, which provide easy access for customers at a single location. In Illinois, these centers are known as Illinois Employment and Training Centers (IETC).
